hmm...i will ltell you fom what i think is that...you downloaded some 3rd party prgrams(cheats) and with those you downloaded also a KeLogger that is mocking your PC 
)
The key logger is like a parasite that comes with those cheats that you all guys are trying to use on seal...
Reinstal windows(with full format of you hard-disk) ...clean up your registry and try again this time without download any other 3rd party programs only Cabal Seal Client

I haven't any hacks or cheats on my windows... and i have try to shut down all processes but i can't start this game. I will not reinstall my windows for only a game.

did you open it with start.bat? if not, do it
and if you did it and it dosent work, right click-propreties-compatibility-change compatibility to other versions, if not try and change your windows...i suggest win 7
